Answer to Question 1

A judgment lien is a final decision from a court which assesses liability against a party in a lawsuit. Once entered in the records of the clerk's office it becomes a lien against real estate owned by the judgment debtor. A judgment lien creates a limitation on the ability of the owner of the property to sell it or to borrow money using the property as collateral until the judgment is paid in full.

Probable cause is the legal standard requiring the officer to have sufficient and trustworthy information to reasonably believe that a person has committed a crime. Like many other constitutional concepts in criminal cases, determining whether an officer had probable cause to arrest is based on the totality of the circumstances and a reflection on what is reasonable under those circumstances.
