First, you could consult the popular name index. Then you could go to specific sections in the United States Code where the law has been codified. Then go to the historical notes in the annotations.

The local laws of your state can be located in print in your local law library. These laws will be shelved next to the statutory code. Each local law library has a home section of all the case reporters, digests, codes, and local laws of that particular state. In addition, these laws will also be found at the city clerk's office of your particular township or county.
