Opponents of NAFTA were concerned with the potential loss of jobs because the removal of tariffs would allow employers to move production to Mexico where labor costs are much lower.

Areas whose economies have depended on basic employment in the primary or secondary sectors, including many rural communities, have experienced more of the negative impacts of globalization. Many large cities, in contrast, have been able to compensate for these losses through the development of new industries in the quaternary sector (for example, technology, research, government, and education).
