increasing number of options; original census only distinguished between free whites, blacks, and other free people; greater recognition of ethnic diversity; now allows for a mixed race option to recognize diversity; categories were previously imposed by the state; now allows people to self-identify

Tuskegee syphilis treatment denied black men treatment in order to examine the effects of the disease; Indian Health Service and the coerced sterilization of Indian women promoted sterilization as a means of birth control
and population control
