shape perceptions and practices of schools; reinforce residential segregation; prompt feelings of resentment, inferiority, confusion; shape access to citizenship, housing, voting, representation; make it difficult for new groups to alter their status and position in American society

Functionalists: divisions are beneficial, help meet labor needs, fill lower level jobs, create a shared identity; Critical Race: divisions represent a struggle for power, support European domination, reinforce white power and control, create conflict between and within groups
