Some Puerto Ricans leave the mainland and return to the island because
 
  a. circular migration is very common for Puerto Ricans.
  b. economic recessions along with deteriorating neighborhoods on the mainland
  encourage them to return.
   c. recent tax incentives have brought more businesses to Puerto Rico increasing job
  opportunities.
   d. poverty rates and unemployment on the island are much lower.
