The government defines an ordinary crime as a hate crime when offenders are motivated to choose a victim because of some characteristic, for example, race, ethnicity, religion, sexual orientation, or disability and provide evidence that hatred prompted them to commit the crime. Hate crimes also are sometimes referred to as bias crimes. For example, in 2009, a Maryland man with a long history of ties to neo-Nazi groups walked into the U.S. Holocaust Memorial Museum in Washington, D.C., and opened fire, killing a security guard.
