Why were many black troops assigned to Arizona, New Mexico, and Texas?
 
  A) Those states had significant uprisings of black citizens at the time.
  B) Those states had the lowest population numbers, and many whites thought the states would be a good place for blacks.
  C) They were needed to fight the frequent forest fires that broke out.
