If you had been hired to represent Kuwait, what tactics would you have used to sway public opinion in favor of American intervention?

Suppose, for a moment, that the incubator story was false. Would public relations practitioners be justified in using it to achieve what they may see as a moral purpose, the liberation of Kuwait?

Answer to Question 1

Information that surfaced after the war revealed that telling the truth would have
been enough. Publicizing verifiable stories of Iraqi atrocities would have
garnered public support. If the incubator story was true, could more credible
witnesses and some documentation have been found? However, perhaps a better
way to make a case would be to articulate how the liberation of Kuwait was
clearly in the self-interests of U.S. citizens.

Answer to Question 2

This would make an interesting discussion for Chapter 6, Ethics in Public
Relations. Depending upon one's moral code, it may be ethical to lie to serve a
greater good. However, under PRSA's and IABC's ethics codes, lying is not
permitted. Even if it were permissible, lying damages the practitioner's long-term
credibility.
