Intelligence is a measure of performance, and there is no biological connection between race and intelligence. Regarding IQ tests, there is a bias based on social class, the assertion that intelligence is biologically fixed and immutable is clearly false, and human beings cannot be ranked according to intelligence scores in terms of racial differences.
