Answer to Question 1

Horizontal case assignment is typical in large prosecutors' offices. With horizontal case assignment, a prosecutor (or deputy prosecutor) is assigned a specific court function. For example, he/she may be assigned only to initial appearances or to preliminary hearings or to arraignment appearances. In this system, the prosecutor is assigned to a specific courtroom where a specific type of court hearing will occur. This means that different prosecutors will work on the same case. Different prosecutors will see the defendant as that person moves though the court process. Vertical case assignment, in contrast, is common in small prosecutors' offices. With such assignment, a prosecutor (or deputy prosecutor) is assigned responsibility for a case from initial appearance to appeal. In other words, one prosecutor is assigned to one defendant. The prosecutor works on the defendant's case from start to finish.
