Youths are transferred by the thousands each year to adult courts because of the seriousness of their crimes.
The process is known as a waiver and is an effort to remove the most dangerous and violent offenders from the juvenile justice process.
Most juvenile experts oppose waiver because it clashes with the rehabilitative model.
Supporters argue that its increased use can help get violent offenders off the street, and that for the most part, transfer is reserved for only the most serious of offenders.
