Answer to Question 1

Parolees are subject to strict standardized or personalized rules that guide their behavior and limit their activities. If at any time these rules are violated (technical violation), parole can be revoked and the offender can be returned to the institution to serve the remainder of the sentence.
Most leave prison with no savings, no immediate entitlement to unemployment benefits, and few employment prospects. Also, they may no longer be welcomed in subsidized public housing complexes.
Being barred from work opportunities produces chronic unemployment, a status closely related to drug and alcohol abuse. Losing a job can lead to substance abuse, which in turn is related to child and family violence.
Prisoners have significantly more physical and mental health problems than the general population.
