Answer to Question 1

The hands-off doctrine, in which courts did not interfere in prison operations, was lifted in the 1960s when general concern with civil and human rights, increasing militancy in the prison population, and the reformist nature of the Warren Court created a climate conducive to change.
Freedom of speech and press: The courts have ruled that inmates retain freedom of speech and press unless correctional authorities can show that it interferes with or threatens institutional freedom.
Medical rights: After many years of indifference, inmates have been given the right to secure proper medical attention.
Right to be free from cruel and unusual punishment; correctional officials who knowingly violate the right of inmates to be free from cruel and unusual punishments can be held liable for damages.
