They involve people accused of breaking the law meeting with community members, victims (if any), village elders, and agents of the justice system. Each member of the circle expresses his or her feelings about the act that was committed and raises questions or concerns. The accused can express regret about his or her actions and a desire to change the harmful behavior. People may also suggest ways the offender can make things up to the community and to those he or she harmed.
