A classic attempt to measure police patrol effectiveness was the Kansas City study. What did this study indicate about the effectiveness of police patrol?

The first technique of neutralization involves the denial of responsibility. This occurs when the offenders argue that they are not to blame for their actions. Second involves denying that an injury occurred. Third is to deny that there was a victim of the crime. Fourth is to condemn those who condemn the offenders. Last, is to appeal to a higher loyalty such as other delinquent peers or a gang.
