Kohlberg applied moral development to criminology. He found that people travel through stages of moral development during which decisions and judgments are made for different reasons. He argues that criminals might be at lower levels of moral development. Criminals are likely at the lowest levels (1 and 2), while noncriminals are at levels 3 and 4.
