Answer to Question 1

Active precipitation occurs when victims act provocatively, use fighting words, or attack first. Passive precipitation occurs when the victim exhibits some personal characteristics that unknowingly either threaten or encourage the attacker. Passive precipitation can even occur when the victim has never actually met the attacker.
