The NIBRS is a program that collects data on each reported crime incident. For the system, police departments provide an account of each incident and arrest. This includes information about the victim and offender. Data are collected for forty six offenses plus eleven lesser offenses. The data also provide a link between arrests and clearances, include all of the offenses that were committed, and distinguish between attempted and completed crimes.
