o Reintegration:

 Most offenders, at some point, will return to the community.
 Prepares the offender for a return to the community unmarred by further criminal behavior.

o Diversion:

 Diverts those offenders who qualify away from prison and jail and toward a community-based intermediate sanction.
 Allows for the scarce incarceration resources to be consumed by the most dangerous criminals.

o LowCost Alternative:

 This occurs when there is a lack of available funds for use by the corrections system.
 State budgets have come under strains, making it necessary to look for a means of lightening the load of corrections costs.
