Many mentally ill offenders have behavioral problems before incarceration, and they continue to have behavioral problems during incarceration. Mentally ill offenders also have a high rate of substance abuse issues. Many mentally ill offenders have been past victims of physical or sexual abuse. The majority of mentally ill offenders are treated with prescribed medications. Programming is available in most prisons for mentally ill offenders, but the treatment is not always adequate due to budget cuts.

Answer to Question 2

One of the most controversial issues surrounding the treatment of suspected terrorists is the use of torture to gain information. Most people condemn torture to gain information. Some argue that torture can be justified in a ticking bomb scenario.. In this case it may be necessary to use extreme measures on a subject to extract information from him or her. One legal scholar proposed a torture warrant that can be issued by a judge if there is an absolute need to obtain immediate information in order to save lives and there is probable cause that the suspect has such information and is unwilling to reveal it to law enforcement agents.
