Answer to Question 2

Inmates are free to find attorneys who will provide legal services for them. Inmates can also seek help from various nonprofit projects to take on their case. A few states have ombudsmen who may be an available legal service. They are a nonsystem representative charged with protecting citizens against legal abuse. There is also a grievance process available where inmates can complain through this formalized arrangement if they feel they have been unjustly treated.
