Answer to Question 1

Fines, forfeiture, and restitution are at one end of the continuum, with community-based corrections such as community service, electronic monitoring and house arrest, day reporting centers, and intensive probation in the middle. Placement in residential settings and traditional incarceration are at the far end of the continuum.

Answer to Question 2

The belief that prisons were being overused for offenders who really did not need secure confinement, especially drug offenders.
Prison crowding that forced states to consider lower-cost, community-based alternatives that would impose tough time in the community without endangering the public.
Wide public support for just desert sentencing structures, sparking interest in creating community sanctions geared toward the seriousness of crime.
