Diversion programs are designed to help offenders avoid the stigma of a criminal conviction. Diversion programs can accomplish this by avoiding the harsh and criminogenic impacts of incarceration or prison. They also provide a range of alternatives for decision makers to choose from. Also, they provide a more justifying justice for victims and communities. Diversion programs also deal with the economic, social, and personal factors associated with crime, rather than the punitively oriented alternative.

A community corrections act is a law passed by a state legislature where the state grants funds to local units of government to plan, develop, and deliver correctional services and sanctions. Approximately 25 states have implemented CCAs for adults. They call for decentralized program design and delivery. They provide for local control of the process employed to serve as the basis for the development, implementation, and modification of local correctional sanctions and services. CCAs provide for citizen involvement and specify roles that citizens play. CCAs also endorse locally determined sanctions and services that are to be delivered at the local level.
