Answer: The UCR receives its information based on police reports of crime. Crimes included must first be reported before they can be counted in the report that is sent to the UCR. It is estimated that only 40 of all victims report the crimes to the police. It is also estimated that the police only discover 3 to 4 of crimes that were not reported by victims. Of those crimes reported or discovered, the police then have the decision of whether or not to report these crimes, and if the crime is not recorded it is then not forwarded to the UCR.
