Answer: key points to be made
Lack of proper internal controls developed during childhood
Breakdown of internal controls
Absence or conflict in social rules provided by important social groups (family, church, school)

Humans are basically evil (Hobbes), have to be taught the right way to do things although social control theories only need a neutral nature of man
People must be socialized through rules, schools, church, controlled
Answers may vary but main theme for Question is:
Why do people obey laws? Need to seek out what works in curbing behavior.
