Groups in power threatened when perceive or learn minority population percentages are increasing
Three reactions: restricting rights of minority groups, increasing forms of symbolic segregation and creating a threat-oriented ideological system.
Pressure to discriminate against minorities as a reaction to the threat of them gaining any power.
Examples may include redistricting voting areas, voting restrictions, disenfranchisement, and immigration controls

 Can be through force or manipulation, coercion
Other forms of control are more subtle
 Also through control of legal images, law which is rules and sanctions as well as guidelines for processing someone through the justice system
