Answer: Probable cause v. reasonable suspicion; formal arrest requires a warrant and a Terry stop does not. In an
arrest, the suspect is required to hear notice that they are arrested; in a Terry stop they are not. An arrest
is not associated with a time limit and a Terry stop is only a limited detention. A full body search
accompanies an arrest but only the outer clothing pat down accompanies a Terry stop.

Answer: Several organizations claim that during each of these stop and frisk encounters, the right of individuals
to be free from arbitrary and unwarranted intrusions by government authorities coincides with the duty
of law enforcement to prevent crime and apprehend criminals.
