Kansas City Police Officers Vernon Huth and Randy Evans observed Sylvester Cornelius walking down a street at approximately 10:00 a.m. in a high crime area. One officer recognized Cornelius from previous arrests and recalled seeing two outstanding drug distribution felony warrants for him on the police computer the day before.
