The purpose of experience programs is to improve a juvenile's self-worth, self-concept, pride, and trust in others.
 
  But isn't this a parental responsibility and shouldn't parents be held responsible for not meeting this responsibility?

Some jurisdictions hold parents financially responsible for their child's delinquent conduct, so why not extend this rationale to criminal responsibility?
