How can you scale an object from the center while specifying an exact scale ratio?

Answer to Question 1

While scaling, press the Ctrl / Option key to scale about the center. Click to end the scale anywhere. Then enter the exact scale value you want.

Answer to Question 2

To drive a flat face along a path, first select the entire path, then activate Follow Me and click the flat face. To create round objects, a circle must be created away from the flat face, then selected as the path. Activate Follow Me then click the flat face.
