Answer to Question 1

When providing the note/dimension for a counterbore, it defines the radius to the inside of the counterbore diameter.

A spotface fillet radius defines a radius added to the outside of the spotface diameter.

Answer to Question 2

Find the material in the In-Model collection, opened by clicking the House icon. Double-click the material swatch to edit it, then use one of the color selection methods to change its base color.
