Constraint-based assemblies often have global parameters defined to assist in developing mating features of different parts. Answer to Question 1

Centering constraints and diameters for the holes. The dovetail also needs constraining for location and radius.

Click the first arc point and move to where the second point should be. When the preview line is magenta, the two points are the same distance from the corner.
