If there is no limit to the location of the center-point of the arc or a limit to the radii of the arc, then there can be an infinite number of tangents to the line. Two nonparallel lines can have only one tangent on each line using an arc of a specific radii. If there is a specific arc size, there can be as many as two ways the arc can be tangent to the line. Finally, an arc of a specific radii can be tangent to two other arcs in two places on each arc.
