Answer to Question 1

Answer: Yes, a scale can be reliable and thus consistently yield the same results, but at the same time it does not measure what it is supposed to measure and thus is not valid.

Answer to Question 2

Answer: The correlation with the stronger relationship is -.75. The strength is determined by the size of the number after the decimal point. The negative sign merely shows that it is a negative correlation.
