Answer to Question 1

Answer: No. The best measure of personality is to collect information on behavior over a long period of time and across several situations so that the behavior is not influenced by an isolated event.

Answer to Question 2

Answer: No, people's behaviors are not completely consistent. For this reason, when measuring personality, people are asked to report their usual traits and behaviors.
