There is a difference in the amount of heat budget at different latitudes. This is from the angle the sun's
radiation is hitting Earth's surface. Polar latitudes have the sun approaching from low angles so the
radiation spreads over a greater area. Tropical latitudes have radiation coming from a nearly vertical
