CIPA allows the court to consider whether classified information should be deemed inadmissible in part or in whole. It also includes provisions for the maintenance of such evaluation in such a manner that neither the appellate process nor the security interest of the information is compromised. Theoretically speaking, it is designed to be procedural in nature and should not interfere with either the substantive rights of the accused nor the discovery obligations shouldered by the government.
