Answer to Question 1

Vicinage is the statutory jurisdiction of a particular court. The legal element of vicinage has traditionally required the specification of a physical, not virtual, crime scene. This is necessary for determining the point at which the crime actually occurred and the particular agency responsible for the investigation of the particular incident. The traditional lack of collaboration among agencies in the United States makes the issue of vicinage and jurisdictional sovereignty even murkier. The introduction of entities located internationally has only exacerbated the investigative, enforcement, judicial, and legislative problems.
