Originally articulated in Terry v. Ohio, reasonable suspicion is a standard that is less than probable cause but one sufficient to authorize an investigative detention. It is often cited by law enforcement officers as justification for the questioning and temporary detention of private citizens without a demonstration of probable cause. Opinions will vary.
