Answer to Question 1

At the core of restorative justice are the concepts of harm and repair. This concept focuses attention on the victim, who has been historically left out of the criminal justice process. Some of the fundamental principles upon which this concept is built include: a) that crime is an offense against human relationships, b) the primary victim of the crime is the one most impacted by the offense, and c) restorative justice seeks to teach the offender new ways of acting within the community.
