An especially controversial variety of Terry-like investigative stops is those based on so-called drug courier profiling. Almost without exception, drug courier profiling occurs during stop-and-frisk encountersthose in which a person is stopped and questioned because he or she appears suspicious in some way. Drug courier profiling is most common in airports but also occurs on U.S. highways and elsewhere.
Controlled substances are often carried into the United States by airline passengers.
Searching every person who passes through an airport would be costly, time-consuming, unacceptable to passengers, and almost certainly unconstitutional. Warrantless searches that are based on no articulable justification are always considered unreasonable under the Fourth Amendment, unless one of a few specifically established and well-delineated exceptions applies (Katz v. United States, 389 U.S. 347 1967).
