Criminal procedure consists mostly of rules and guidelines that have been handed down by the courts to dictate how the criminal process should play out. Therefore the court decisions may not really have a great deal of influence. Some court decisions are made in the theoretical world, which is somewhat disconnected from the day-to-day operations of law enforcement who will be conducting the stop and frisk the real world.
