The FBI is the lead agency for the Foreign Terrorist Tracking Task Force, which was created by Homeland Security Presidential Directive-2 in 2001 . Its purpose is to (1) deny entry of aliens into the United States associated with, suspected of being engaged in, or supporting
terrorist activity; and 2) locating, detaining, prosecuting, and deporting any such aliens
already present in the United States.
