The role of FEMA during a terrorist event is consequence management. That is, FEMA is responsible for the emergency management of a major event such as a natural disaster or a terrorist strike. This includes mitigation, or the effort to reduce loss of life and property by lessening the impact of the event. Some of the duties of FEMA at a catastrophe include search and rescue, sheltering and caring for affected persons, managing debris removal, and maintaining safeguards for the general public. FEMA has been in place since 1970, but its role has been dramatically increased since the 9/11 attacks. FEMA is to protect the essential resources and facilities through a systematic plan of identifying, providing a vulnerability assessment, and developing security preparedness.
