 On the one hand, this would seem to be a common-sense issue of prisoners' rights and a means of preventing AIDS.
 Conversely, it is argued that doing so would fly in the face of prison regulations against inmates engaging in sexual relations for reasons relating to security and sexual violence. Issuing condoms sends the wrong messageit encourages consensual or coercive sex (and prison rapists might use condoms to avoid leaving DNA evidence after their assaults)and condoms can be used to conceal drugs.
