recipients must meet to receive continued assistance. Donors also persist in tying
development assistance to the donors for their benefit, such as requiring purchases
from the donors, even though the World Bank estimates this practice reduces the value
of aid by 15 to 30 percent, decreases its efficiency, and violates the same free-market
principles that the Global North claims to promote. On top of this, Global South
countries complain that the Global North donors have been promising for the past 40
years to allocate 0.7 percent of their gross national product (GNP) to foreign aid, but
only a few have kept the promise or even come close.
