3. Describe the costs and benefits of pursuing any particular path to resolve such issues. Again, economics, security, sovereignty and other such issues may come into play
4. Evaluate the interconnectedness of these costs and benefits. As, implicitly indicated to this point, growth, expansion and unions of various kinds inherently involve a complex balancing act, where gains come, if they do, with the risk of loss.
5. Provide a concise and effective conclusion.
