The central theme of international relations is not evil but tragedy. States often share common interest, but the structure of the situation prevents them from bringing about the mutually desired situation. (Robert Jervis)
 
  The above quote symbolizes an overwhelming problem in international relations today. What is that problem, and why does it plague international relations in particular? What, if anything, can be done about it? Justify your response.
