He felt that some behaviors could not be explained by simple stimulus/response mechanisms but saw that some behaviors occur as a result of observation of a model and then subsequent imitation of that behavior.

Answer to Question 2

Behavior can be shaped by controlling events children are exposed to; providing positive or negative reinforcers in response to behavior; modeling desired behavior.
